I've downloaded and installed SAM-BA 2.18 for Windows.
I've downloaded SAM-BA 3.2.1 for Windows, but I could not install, because it's not a Windows Installer.
If I run sam-ba.ext in PowerShell (Administrator Mode), then nothing happens.
If I run SAM-BA 2.18 GUI, then I got following

But you don't have to use a "Windows installer" to simply write data and executable files.
You "install" it by simply extracting the zip archive to a suitable directory.
It works as expected for me with an up-to-date Win 10 Pro installation.
